GRANT USE:

The Varanasi Sari industries are spread in vast stretches in urban and rural areas of Varanasi and its surrounding districts employing a very big majority of Child Labour. Through its fund G.F.C. reached the children of the “Last Mile” in the urban areas of the oldestliving city of the world. G.F.C. brought welfare oriented initiatives which support them and establishes preventive measures to restrict movements of children at risk to the Varanasi sari making looms. The minority Muslims and Dalits who were unable to participate in welfare schemes returns to mainstream of development through G.F.C., H.W.A. is utilising G.F.C.’s grant for good causes like education, sanitation and hygiene practices awareness and sensitization as well as capacity building of staffs community volunteers and school going children and youths.

GOALS AND EXPECTATIONS:

(1)   Original goals and expectations of this G.F.C. grant are –

  1. Generate awareness about child labour and child rights issues, basic education as fundamental rights in the region among the employers of children, the parents, child labours, community leaders, school going children, opinion leaders, social activities and the like.
  1. To support educational centres and materials to the poorest main streamed children in the selected project schools of the project area situated at Kunderia, Pampapur and Bhatpurva village of Araziline and Sevapuri blocks respectively.
  1. Forming Child Right Forum in the project area school in a structured manner for their rights and voice.
  1. To provide trainings on quality education, joyful learning and child right issues to the teachers in the selected schools.
  1. To involve all the stakeholders in the process of development in the surroundings.

(2) Goals and expectations are the same, it has not charged.

  1. Working with Muslims and Dalits who were over looked by government and welfare schemes are unable to participate in various programme such as education ,health, family welfare income generation and awareness .due to this a number of disparities cropped up a large number of people mainly weavers of the project area have been left behind from the mainstream of development working with such communities is itself a great challenge.
  1. Their motivation, livelihood activities and education to their kids was another challenge because majority of muslims and Dalits believes that Dini Talim learning of Urdu, Arbi and religious books are much significant than that of Duniavi Talim (Hindi, English, Maths, Science etc.)
  1. Base line survey, appointment of NFE centres staffs, place identification and launching of project in intervening villages were other challenges, because in begning some where community was not supporting and some where Madarsa committee has opposed us.
  1. Through rapport building and hard work of volunteers and staffs and community support G.F.C. in large and HWA has gained he support and trust of the community.

Organizational Capacity:

  1. Planning – for better performance in project area H.W.A. planned for a baseline survey to find out the actual condition of the muslim minority and Dalits of the intervening villages. The survey has broadly the following objectives :-
  1. To continue G.F.C. and H.W.A.’s original commitment of uninterrupted researches and survey in social cultural and physical anthropology throughout the area.
  2. To work in close collaboration with B.R.C. (Govt. running schools Coordinator), Headmasters of nearby Govt. Schools, Gram Pradhans, Local community and religious schools of the area.Governance – Through community ownership and strict monitoring, Director and Coordinator, HWA is governing the project area.
  1. Human Resource Development:
  1. Training – training of core staffs volunteers and community members for better coordination and smooth functioning.
  2. Orientation – orientation conducted to know about the aim and objective of the project.
  3. Capacity Building: capacity building of staffs, volunteers community members and religious leaders for improving their knowledge, attitude and behaviour to work with the intervening community.
  4. Formation of Bal Adhikar Manch and it Training: for capacity building and leadership skills improvement best use of child resource Bal Adhikar Manch formed at every NFE centre.
  1. TLM, education and resource materials was provided to the NFE centres.
  1. Volunteers, NFE centres staffs and kids have also prepared T.L.M. with resources available to themselves.
    Financial Management – financial management is very transparent. Accountant keeps all documents, bills, bouchers and financial documents upto date.

Monitoring, Learning and Evaluation:

  1. For monitoring, learning and evaluation Project Director and Project Coordinator monitor the project in field at regular basis.
  2. Monthly meeting of the project staffs at organisational level conducted in even month to know about the progress of the project.
  3. Photo documentation of the project activities.
  4. Monthly report of kids and teachers attendance.

Community and External Relations:

On the issues of Chil Rights, Child Labor and other social issues rapport were buildup with various religious leaders, Govt. school teachers, A.B.S.A. office, Gram Pradhans and religious schools.

Expenses and Leveraging:

  1. Yes, new resources of funding raised after G.F.C. support to H.W.A.
  2. Yes, after receiving this G.F.C. grant H.W.A. benefited because G.F.C. has provided a credit in social sector and in development world. So HWA can proudly say that it is a partner of an international organisation. With the partnership of G.F.C. HWA has recognised itself in carpet weaving area as a resource organisation on the issue of carpet and weaving H.W.A. has prepared patent document of hand made carpet of Bhadohi which have been granted under I.P.R. of India.
    OUTCOMES:
  1. From Baseline Survey and regular visit of the project area HWA found that there are a very big majority of child labour employing in Sari weaving sector. Their labours to back breaking for 10 to 14 hrs a day for only a polatory sum. The hard work of child labours causes several diseases and malnutrition. Virtually labours are illiterate because they are fighting for filling their bellies rather than going to schools.
  2. Enrolment campaigns.
  3. Door to door sensitization.
  4. Group meetings.
  5. Awareness Rallies and support of the community has completely the charged the scenario of the area. Now all children are studying at NFE centres. Apart to that young girls who never thought that they can be literate are on the way to become literate, number of kids and youths studying at NFE centers shows the effectiveness of the programme itself.
  6. Date Collection:  For data collection and to find out the actual condition of the Muslim and dalit populated villages house hold survey was conducted. Such following steps were taken for house hold survey.
  7. Formation of H.H. Survey format.
  8. Several meetings were hold with several stakeholders as such –

(a) Govt. schools, (b) Madarsa teachers, (c) Gram Pradhans,   (d) Religious leaders, (e) Community leaders,   (f) Local community,   (g) Volunteers of other project, and (h) Students of the area.

  1. After H.H. Survey, data were collected then after data were compiled and each and every data were examined separately and data analysis conducted. After that out of 22 villages where H.H. Survey was conducted it was decided by the Hon’ble Director and core staffs of HWA that which village is needy and where the G.F.C. should intervene.

Other regular activities conducted in the project area:
CSG Meeting:
Formed community support groups are holding there monthly meetings regularly in which they used to discuss vital issues like education, child rights and livelihood opportunities. Apart to that our staffs and CSG members are sensitizing the local community members to make their participation in awareness and social activities.
Enrolment Campaigns:  Our facilitators and Motivators are regularly pioneering enrolment campaigns in project villages to motivate and mobilize children of the community to enrol themselves in NFE centers.

Door to Door Sensitization:  Door to door sensitization campaigns were conducting by the staff and volunteers through personal interaction with the community for promoting elementary education

Awareness Rally:  Under project area awareness rallies is a regular activity it motivates not only kids but youths also for schooling as a result of this, young girls have enrolled themselves to the NFE centers.

Achievements –

Now the non school going children, potential child labour are getting education through the project, education centers, they have created positive learning environment in the surroundings. Total numbers of kids studying in these centers are 226 out of which there are 108 girls and 118 boys are getting educational benefits through education centres.

Gulafsa Bano was a child labour, aged 15 is the very poor girl. She has 2 brothers and 2 sisters. She is living in her maternal grandmother’s house. Her father is lame and deaf. He is an unskilled labour and single male earning member of the family. Gulafsa works as Sari weaver. Her parent was not able to send her for schooling because poverty does not allow them to do so. After intervening the village with the motivation of staff and volunteers. She enrolled herself to the NFE centre and now she is regular in her study. Within 6 month at NFE center, she learns Hindi, Urdu, Arabi alphabet, number and table.
